David Filkins: ALBANY — Against the back wall of the Price Chopper on Madison Avenue, under a sign that says ''WE KNOW MEAT,'' hundreds of pounds of chicken, pork and beef are wrapped in clear plastic and stacked on shelves.

The meat is fresh.

And rather expensive — unless you steal it.
